Job Description:
The incumbent coordinates and manages assigned survey and disease surveillance activities in country.
These include the design of routine disease surveillance systems with the Ministry of Health (MOH), and the conduct of large, complex surveys designed to measure HIV prevalence and other indicators of importance to evaluating the impact of HIV control programs.
Partners to which the incumbent will provide technical or managerial oversight include the MOH, national universities, International NGOs and private sector partners.
Job holder provides technical expertise and assistance to the Ministry of Health (MOH) and other participating partners in the design, implementation and strengthening of routine disease surveillance systems and the conduct of large, complex surveys designed to measure HIV prevalence and other indicators of importance to evaluating the impact of HIV control programs.
The incumbent is a key member of the PEPFAR Strategic Information (SI) Technical Working Group (TWG) that ensures that surveillance systems are meeting the needs of the national HIV/AIDS Program in Nigeria and that PEPFAR Nigeria program priorities are developed, and also serves as a member of other Multi-sectored Technical Groups.
Job holder works in cooperation with GoN staff at all levels of government to apply case-reporting procedures, sentinel surveillance, and population-based surveillance methodologies to ensure that PEPFAR’s program’s objectives are met.
Qualifications and Requirements:
EXPERIENCE: Five (5) years of public health experience in the management and development of epidemiological surveillance and /or large-scale surveys of HIV/AIDS or other disease programs are required. Additional one (1) year of experience at the managerial level is required.

JOB KNOWLEDGE:
Incumbent is required to have vast knowledge of research methods and the collection, analysis and presentation of public health/epidemiologic data in order to plan, design, direct the implementation of and strengthen procedures for collection, analysis and dissemination of HIV/AIDS epidemiological data.
This includes advanced knowledge of the principles, theories and practices of USG and internationally recognized standards for surveillance and survey regulations and procedures.
Detailed knowledge of the host government health care system and structures including familiarity with Ministry of Health policies, program priorities and regulations is required.
Incumbent must have detailed knowledge of the structure and function of endemic and international NGOs providing HIV prevention and basic palliative care, as well as understanding of the work and current projects of other collaborating and donor agencies as to how overall HIV/AIDS surveillance of the programs is being conducted and how data is being analyzed.
Good working knowledge of team management techniques to plan, organize and direct multi-disciplinary project teams and activities is required.
Good working knowledge of overall administrative requirements in development and support of grants, contracts, memoranda of understanding and cooperative agreements is required.

Medical Degree (MBBS/MBBCh) or Terminal Degree in Public Health, Medicine, Epidemiology or Demography is required.

Job Description:
Job holder would repair, and install plumbing as needed to support a variety of systems including but not limited to plumbing building and mechanical systems, potable water treatment and storage, wastewater treatment, fire sprinkler, swimming pool and landscape irrigation.
Operation
Installs and repairs plumbing and associated mechanical systems, including water supply and treatment, piping and plumbing fixtures, fire sprinkler and landscape sprinkler systems, etc., ensuring that all tasks are completed in accordance with applicable codes and manufacturers’ recommendations.
Responds to emergency calls during off-duty hours when critical systems stop functioning, or when there is an imminent threat to the safety of personnel or structural integrity.
Addresses existing or potential problems and makes recommendations to ensure systems and equipment meet the design and manufacturers’ operating parameters.
Orders and stocks plumbing and mechanical supplies and replacement parts to ensure availability for future needs.
Assists in developing and executing testing and inspection checklists to ensure quality work by contractors and staff.
Contributes to the safety program managed by the Post Occupational Safety and Health Officer (FM/GSO)
Maintenance
Performs preventive maintenance by inspecting, adjusting and troubleshooting plumbing systems and equipment to ensure reliable operation and uninterrupted water supply to critical facilities.
Provides routine inspection on all systems and prepares written reports on their condition, including all key performance indicators in conformance with the reporting requirements of the Overseas Buildings Operations (OBO) Annual Facility Condition Survey and Annual Inspection Summary.
Assists in developing and executing a comprehensive preventive maintenance program for plumbing systems (potable water and wastewater treatment and storm water), equipment and associated components and controllers.
Logistics
Records and compiles operational data, completing and maintaining forms, logs, and reports
Assists in the preparing documents for maintenance, repair and renovation, including soliciting and monitoring contractors.
Escorts local contractors at post facilities when required
Qualification and Requirement:
All selected candidates must be able to obtain and hold a public trust security clearance.

Education Requirements:

This position supervises the Supervisory Voucher Examiner and has authority to commit USG funds for payment of goods and services.
The Incumbent is required to certify a wide variety of payments with the use of Integrated Logistics Management Systems (ILMS) E-invoicing system and the Regional Financial Management System.
Duties
The incumbent serves as the LE Staff Certifying Officer for all payment for goods and services received for all 30 ICASS serviced agency entities (Dept. of State, DAO, USAID, FCS, FAS, INL, CDC, FBI, etc.) located in Mission Nigeria and the US Mission Malabo, Equatorial Guinea.
The LE Staff certifying officer position supervises the Supervisory Voucher Examiner and has authority to commit USG funds to the tune of USD 50,000 per fund cite charged for payment of goods and services.
The certifying workload consists of an extremely large volume of vouchers estimated at 25,000 which include a variety of complex invoices, contracts and lease payments, complex travel vouchers, utilities, Official Residence Expenses, representation, school grants, education and housing allowances, and cashier vouchers.
The total value of the vouchers that are certified amount to approximately USD 106 million annually. The Incumbent is required to certify a wide variety of payments with the use of Integrated Logistics Management Systems (ILMS) E-invoicing system and the Regional Financial Management System (RFMS) in a timely manner within ICASS standard while adhering to US Government regulations.
As LE Staff Certifying Officer, the Incumbent is responsible for verifying the accuracy and propriety of all documents upon which payment is to be based and certifying that the payment is Legal, Proper and Correct.
The Incumbent also make independent decisions relative to his/her area of responsibility in accordance with the rules and regulations of the U.S. Government.
